Health Services Associates Announces Julie Quinn to Run New Georgia Office
Health Services Associates (HSA) has recently appointed Julie Quinn to manage a new office in Georgia that is opening February, 2010. Providing cost reporting and provider education, the new office will serve Rural Health Clinics across the Southeast.
“We are excited to have an individual with Julie’s background join our firm. Julie Quinn has a long history with the Rural Health Clinic program from the fiscal intermediary side and brings a wealth of knowledge to HSA and our clients,” says Ron Nelson, president of Health Services Associates.
Ms. Quinn brings over 15 years of experience in the Medicare contractor arena with Riverbend Government Benefits Administrator, a Fiscal Intermediary and RiverTrust Solutions, a Medicare QIC (Qualified Independent Contractor). She has extensive experience with cost reporting for various types of providers and managed a staff responsible for independent RHC cost reports in 15 states.
Ms. Quinn has also worked with policy personnel at the Centers for Medicare and Medicaid Services (CMS) in the development and clarification of policy for specialty providers, interpretation and reporting for HIPAA and privacy issues, and has worked with congressional offices for issue resolution. She has been regularly invited to speak at Medicare and other healthcare issue conferences including Rural Health Clinic seminars.

Upper Payment Limit Increased
The RHC upper payment limit per visit is increased from $77.76 to $78.07 effective January 3, 2011, through December 31, 2011 (i.e., CY 2011). The 2011 rate reflects a 0.4 percent increase over the 2010 payment limit in accordance with the rate of increase in the Medicare Economic Index (MEI) as authorized by the Social Security Act (Section1833(f)).
The Federally Qualified Health Center (FQHC) upper payment limit per visit for urban FQHCs is increased from $125.72 to $126.22 effective January 3, 2011, through December 31, 2011 (i.e.,CY 2011); and the maximum Medicare payment limit per visit for rural FQHCs is increased from $108.81 to $109.24 effective January 3, 2011, through December 31, 2011. The 2011 FQHC rates reflect a 0.4 percent increase over the 2010 rates in accordance with the rate increase in the MEI.
